I have also tried soft resets, hard resets, and wiping/resetting with the WDRT again without any change. I have tried purposely setting the date/time wrong, and correcting it back without any change.

I have done some searching around and the only thing I can find is double checking the date/time on the phone because that might cause issues with the sign in process. The software on the phone is Windows Phone 8.1 (was Windows 10 before the reset/wipe), and I can't upgrade it or do much of anything with it,because I need to be signed into a Microsoft Account to do much of anything (i.e. I didn't even get to a screen where I could enter in my email/password. When hitting 'Sign In' on the screen, it would fail with a pop up saying 'Can't connect. On setup though, I could not sign into my Microsoft account. The first thing I did was to wipe/reset it using the Windows Device Recovery Tool. Because *some* people use it for nefarious reasons (same should be argued for literally every ISP in existance), and somehow I can still pay the game, log in on the forums on my main account, access my anet account.but not create a new account.My brother recently switched phones and gave me his old Lumia Icon. So allegedly they have one of the major Australian ISPs (Telstra) blocked. The only issue I had at the time was being unable to create an account. I was told that 'I am seeing that you are attempting to access our services from an ISP that is commonly used by VPN services and is also a favorite of individuals who participate in negative activity within our services.as long as you are attempting to access our services from a blocked ISP, you will not be able to log in.' But I *could* log in.

I tried on my desktop with and without a VPN, on my laptop that has never had a VPN installed, and even on my phone through mobile data (to make sure it wasn't my home router) which also doesn't have a VPN installed. Doesn't matter whether I use a VPN or not.
